Canadian government issued fisheries boat plate for

It was issued by the Canada Department of Fisheries
Although most all of these plates are reported as coming from Newfoundland
(this one was purchased from an individual in Carbonear, Newfoundland),
one has been reported coming from Victoria, British Columbia.
