White plates were for the first car and black for the second.
The C prefix on the white plate would indicate it was issued for Catania, while the N prefix on the black plate would indicate it was issued for Napoli (Naples).

The type has been reported in use into the early 80's, primarily by Allied Forces in the Netherlands

The one on the left was issued in Tama, which is a suburb of Tokyo.
The plate on the right was issued to U.S. Forces personnel in Okinawa in the 70's. Type was used 1972 to 1987.
The 55 is the code for the type of vehicle, and represents a private 4-wheeled car from 500-2000cc in engine displacement.
The 55 was first introduced in the early 70's.
The Y prefix indicates either the tax was already paid, or it means issued to military personnel.
The E prefix would indicate that it was tax exempt
